In order that the invention solving a technical problem receives a patent protection, it is necessary to file a patent application. For the protection of confidential inventions which are important for defense and national security, a confidential patent application 16 must be filed. A confidential patent application is an important and complex document, the parts of which are, in principle, exposed in an established order. For the preparation of patent applications, it is necessary to engage experts with higher education, primarily in the technical field the invention relates to. The contents of the patent application is a basis for examining whether the application meets the requirements for patentability and whether the right to patent protection is achieved. Besides theoretical discussions on patent application, the paper gives a short version of an example of an application regarding a protected confidential invention.

This paper analyzes the influence of the plasma spray distance on the microstructure and the mechanical properties of the Co32Ni21Cr8Al0.5Y coatings deposited with the vacuum plasma spraying (VPS) procedure. The microstructure and the mechanical properties of the plasma spray coatings were determined by the interaction of the Ar/H2 plasma ions with the powder particles when the transfer of the speed and temperature of ions on the powder particles occurs. The effect of interaction directly depends on the time of the interaction between ions and powder particles, which is defined by the plasma spraying distance. The powder is deposited by the plasma gun F4 at three substrate distances: 270, 295 and 320 mm. The coating with the best structural and mechanical properties was tested on the oxidation in a furnace for heat treatment without protective atmosphere at 1100°C in a period of 240 hours. The morphology of the powder particles was examined on the SEM. The microstructure of the layers in the deposited condition was tested by light microscopy. The coating with the best mechanical properties was electrolytically etched with 10% oxalic acid solution H2C2O4x2H2O. The analysis of the microstructure of the etched coating was performed by light microscopy and on the SEM, before and after testing the coating on oxidation. The microstructural analysis of the deposited layers was performed in accordance with the ’Pratt-Whitney’ standard. The mechanical properties of the layers were assessed through the examination of microhardness by the HV0.3 method and through bond strength tensile testing.

The military defence system of the Republic of Serbia (the Ministry of Defence and the Serbian Army) represents a complex organisational and technical-technological system. The nature of its operations imposes it to be equipped with a considerable amount of electrical and electronic equipment and devices. Such equipment and devices during operation, over time, lose their primary function, become useless and turn into electrical and electronic equipment waste; therefore, they must be handled properly. This article discusses the problems and possible directions of the logistics of development and implementation of electrical and electronic waste generated in the defence as the logistics of waste and reverse waste logistics, which is, in a narrower sense, a part of waste materials management. For the purpose of this paper, the logistics of electrical and electronic waste in the defence is regarded as the process of planning, implementation, control and realisation of flows, processes and activities of electrical and electronic waste materials from their place of origin to their place of disposal, through collecting and transportation to the final destination (places of treatment, reuse, disposal and destruction) in order to meet the requirements of all stakeholders at minimal cost.

In the light of contemporary forms of migration and in the context of globalisation and rapid development of technology and transportation, diaspora is increasingly viewed through the transnational prism. Instead of forcedly scattered countrymen, who dream of returning to their homeland and have difficulties with the integration in the reception country, diaspora is seen as a link that connects worlds, the country of origin and the receiving country, thus enabling migration to be used for development of the community and society on the whole. Instead of return, the emphasis is on the circular exchange and transnational mobility. In this way countries of Southeast Europe are trying to transform the “brain drain”, which was particularly prominent in the 1990s, into “brain circulation” and “brain gain”. In Serbia, 1990s migration was triggered by saving lives, primarily from the painful and bloody civil wars waged in the former Yugoslavia, international isolation and NATO bombing, as well as the difficult economic situation. In that period, the particularly massive departure was that of young and educated people with the generally accepted slogan “to graduate, and then to emigrate”. However, migration of educated people and professionals, often motivated by career development and professional advancement abroad, has continued after 2000. Many young people are enabled to go abroad with the help of foreign scholarship foundations aiming at assisting development in Serbia, such as the Alexander von Humboldt Foundation AvH, German Academic Research Service DAAD, Mummert Foundation, etc. Therefore, the main objective of this paper is to determine the possibility for connection between professionals from diaspora and young students and engineers in Serbia, in order to facilitate the transfer of knowledge and their mobility and thus prevent the irreversible loss for the country. In addition to theoretical considerations of the possibility to improve cooperation with the diaspora, the paper analyses an example of successful cooperation between professionals in the metallurgical industry from Germany and professionals from Serbia, initiated by a representative of the professional diaspora. Finally, recommendations are made as to how to apply the lessons learned from the literature and practice for the development of sustainable cooperation among the professional diaspora and youth and professionals in Serbia.

Improvement of management in defense logistics involves good knowledge of management theory and practice, knowledge of the impact of ownership and market on management, knowledge of public and other macroeconomic sectors functioning, broader opening towards environment and the exchange of knowledge, information and lessons learned with international environment. The paper presents theoretical and practical knowledge that is prerequisite for improving the management of defense and the management of defense logistic systems.

For any modern army it is very important to continuously maintain a high degree of operational (combat) readiness (availability) in order to maximize the effectiveness of the use of technical systems. Since determination and prediction of technical states and failures of technical systems in engineering, especially in armament, are difficult due to the impossibility of continuous condition monitoring with appropriate measuring equipment there is a need for a maintenance model that would be most helpful in taking timely action maintenance. In this paper, the subject of research is a model of maintenance of the M-84 tank weapons systems. The M-84 tank is one of the most promising technical systems in the Serbian Army. Its use and modifications are foreseen in the next ten years. The M-84 is characterized by good tactical and technical characteristics. It has a powerful 125 mm cannon, coupled 7.62 mm machine gun and 12.7 mm anti-aircraft machine gun. The M-84 tank has an automatic battery charger and a fire control system. The fire control system enables fast target tracking and stabilization of the cannon barrel, which is a prerequisite for timely and favorable effect on the target. There are certain ambiguities in the existing model of maintenance of tank weapons.

In a situation when government expenditures for defense are more restrictive, any investment in the acquisition of arms and military equipment (AME) is a question that does not allow errors in decisions. Accordingly, the economic analysis of the investment must be detailed and unavoidable. In the past, the initial cost of procurement of AME was often the primary, and sometimes the only one criterion in decision-making. Neglecting the analysis of costs throughout the life of assets in prefeasibility studies is the main cause of unplanned investment in the later stages of the life cycle of investment, and also of a number of problems in the functioning and unfulfilling or partially fulfilling the goals of the system.

The article presents the application of modern educational technology in the training for the management of accidents with chemical hazards. It describes the „HeSPRO“ software package created to integrate the functions of evaluation and prediction of the effects of hazardous substances both in chemical accidents and during the use of highly toxic substances. The assessment of the software package application was carried out based on hypothetical models. The chemical hazard assessment was carried out through the analysis of the obtained results. It was concluded that the software package provides optimal conditions for effective evaluation and prediction of the situation in chemical accidents with hazardous materials.

The need for information security leads to big problems in the development of portable devices which have limited available memory space and power consumption. Also, if coprocessors for encryption are added to core processors, dimensions of such devices grow, they become inflexible and their price increases several times. It is, also, very well known that algorithms for data encryption are memory demanding and, because of a large number of operations that has to be executed during encryption and decryption, coprocessors often slow core processors. For one of cryptography standards, AES, the NIST has accepted Rijndael’s block algorithm; the length of the input and output data stream is 128 bits, and the lengths of the cipher key can be 128, 192 and 256 bits. Due to the characteristics of low power consumption, a 32-bit architecture format, as well as fast execution of instructions, ARM processors implement the AES algorithm and do not burden the main processes in the system in which it is implemented. The ARM technology is protected as intellectual property, not as a processor design. As a result, many manufacturers have developed their own ARM-based products, so today over 2 billion chips are produced. This paper presents the possibilities for improving the performance of the AES algorithm using the latest version of the ARM processor.

In modern society, people are surrounded by many industrial facilities where technological accidents may occur due to breakdown, fire or explosion, endangering people residing in the immediate vicinity of the plant as well as those residing at a greater distance. In addition to the direct threat to humans, there are also indirect effects of technical and technological accidents which may be much more dangerous than direct effects. These indirect effects are manifested primarily from degraded and polluted environment, they are long term and often lead to illness and death of many people. The paper attempts to present all negative consequences of technical and technological accidents on the elements of a human security regarding the approach to the interpretation of human security in terms of sustainable development.

Water scarcity and water pollution are some of the crucial issues that must be addressed within local and global perspectives. One of the ways to reduce the impact of water scarcity and to minimizine water pollution is to expand water and wastewater reuse. The local conditions including regulations, institutions, financial mechanisms, availability of local technology and stakeholder participation have a great influence on the decisions for wastewater reuse. The increasing awareness of food safety and the influence of the countries which import food are influencing policy makers and agriculturists to improve the standards of wastewater reuse in agriculture. The environmental awareness of consumers has been putting pressure on the producers (industries) to opt for environmentally sound technologies including those which conserve water and reduce the level of pollution.
