A new model G m (s), defined by four measurable parameters (ultimate gain, ultimate frequency, amplitude of ultimate oscillation and dead time,) is obtained from the tangent to the Nyquist curve at the critical point. This model represents the generalization of the Ziegler-Nic hols process dynamics characterization method for a large class of stable, integrating and unstable processes G p (s). In the present paper, by applying the time and amplitude scaling technique to the model G m (s), new tuning formulae are developed for the PI controller. These tuning formulae guarantee almost optimal performance/robustness trade off for a large class of processes with integral action.

The paper presents the results of the research into the opportunities for the integration of mobile broadcast TV networks and cellular 3G net works. We analyzed trends in mobile television services as well as previous studies that aim at finding optimal ways to integrate different types of networks. This paper analyzes the existing mobile television technology, with a special emphasis on the DVB-H technology. We analyzed the conditions, reasons and opportunities for the integration of DVB-H and 3G UMTS (Universal Mobile Telecommunications System), and the conclusions of these analyzes are supported with the results in practice. Based on these studies, a conclusion on the feasibility of the realization of DVB H/UMTS hybrid networks is brought.

This paper proposes a heuristic model of methodical innovation with a special emphasis on training team members to work in emergency situations where each team member must be aware of the importance of their work and know how to apply a methodology for finding the best solutions and feel satisfaction with the results as an individual and as a part of the team. The heuristic approach to the problems of teaching in emergency situations should allow team members to come up with a creative process of acquiring knowledge, to learn to think and develop skills for education. This is, therefore, such an approach that is not based on passive observation of phenomena and impersonation performed by a teacher; on the other hand, it establishes an active relation towards phenomena of thought and introduces the team members into their own research of the heuristic concept problems with a range of solutions (in this case, “Heuristic model of education illustrated by an example of a prototype of a system for remote siren activation in emergency”).

Internal dynamic forces and displacements along the anticipated degrees of freedom in planetary gear trains are a consequence of coupled teeth elastic deformations, vibrations of train parts and changes in gear geometries due to tooth wear and cutting errors. This paper considers the influence of time-varying mesh stiffness on possible displacements and forces in tooth contacts. The time-varying mesh stiffness functions were useful as nonlinear coefficients of gear mesh stiffness in a system of differential equations for an equivalent gear train model in the determination of the nature of displace ments and internal dynamic forces. The results of the numerical analysis of differential equations describing dynamic behavior are ti me-varying functions of displacements of system points and dynamic forces in tooth meshes of the sun-planet and ring-planet meshes.

This study shows the mechanical and structural characteristics of the Ni - graphite sealing and the effect of its use in the low and high pressure compressor parts in a TV2-117A turbojet engine. The coatings were deposited through the atmospheric plasma spray (APS) process. The sealing materials were substituted on the compressor working ring, compressor focusing devices and the compressor front body in a TV2-117A turbojet engine to ensure a maximum air flow in a temperature range from 100 to 125°C through the compressor at a pressure of 7 bars. Soft seals are formed as double systems consisting of a lower bond layer based on the NiAl coating and upper sealing layers of coatings based on Ni - 25% graphite and Ni -15% graphite. The microstructure of the layers was examined using the light microscope. The morphology of Ni - graphite powder particles and the fracture morphology of the coatings were investigated using a Scanning Electron Microscope (SEM). The microstructural analysis of the deposited layers was performed according to the Pratt-Whitney standard. The mechanical properties of the coatings were assessed by testing the microhardness of the bond layers using the HV0.3 method and by testing the macrohardness of the sealing layers using the HR15y method. The strength of the bonds of coating double systems was tested using the tensile testing.The compressor part sealing effect was tested within the TV2-117A engine .

Critical materials represent mostly metals having a big importance for the future of the economy in the European countries. It is very difficult to replace these critical metals by other metals. Because of their wide application, the demand for these metals is increased, but the production cannot follow their growing consumption. Rare earth elements (REE) be long to critical materials. They include 17 elements, very similar in terms of their chemical and physical properties due to their mineralogical structure (the best-known are lanthanum and thorium, which is radioactive). REE are divided into elements with a lower atomic mass and elements with a higher atomic mass. Heavier metals show a significantly lower presence in the upper earth crust. In 2010, the share of the REE production in China in the global production amounted to 97%, constituting a near-monopoly in the world market. In different studies, the term „Strategic“ is often used in stead „of „critical“ materials. The materials for military application are cal led „Strategic“ (nickel). In comparison to strategic metals, critical materials have a big importance for the national economies of European countries (platinum group of metals, rare earth elements, cobalt). The European Commission prepared a strategic development plan for critical materials in the next twenty years.

Statistical methods can significantly contribute to the increase of product and service quality, as well as to the increase of institution rating. The definition of optimal, anticipatory and limit values is based on a sample statistical analysis. Control cards represent a very confident instrument simple for use and efficient for process control, by which a process is maintained in set borders. Control cards can thus be applied in the quality control of processes of weapon and military equipment production, maintenance of technical systems as well as for seting standards and increasing quality levels for many other activities.

A special emphasis is put on the software tools in carrying out the digital data acquisition, with the aim of informing the reader on the methods of data protection, sources where they can be found and how they can be misused for criminal purposes.

Digital forensics is a set of scientific methods and procedures for collection, analysis and presentation of evidence that can be found on computers, servers, computer networks, databases, mobile devices as well as on all other devices where data can be stored (saved). Digital forensics of computer networks is an examination of digital evidence that can be found on servers and user devices, when the evidence is exchanged by internal or external communication through local or public networks. There is also a need for identifying sites and modes of message origins, for establishing user identifications, and for detecting types of manipulation by logging into user accounts. This paper presents the basic elements of computer networks, the software used for communication and the methods of collecting digital evidence and its analysis.

Inventions are the results of creative work protected by patents or petty patents, provided that the patent was filed. Inventions are the kinds of innovations of a technical character because they offer solutions for technical problems and they can relate to any area of technology. In its essence, each invention has specific technical characteristics (precisely defined through patents claims) that are sought to be protected. Patent protection is the right which admits the holder to achieve the goal of economic exploitation of the invention. In order to get the invention patent protection, an invention should be patentable, i. e. it should meet the following requirements: the existence of the invention, novelty, inventive step and industrial applicability of the invention. In general, the study of these conditions should start from the national legislation in the area of patent protection which specifies what cannot be considered as an invention and what cannot be protected by a patent or petty patent. The examination of patentability is done in a particular stage of the examination procedure by experts in the technical field which the invention relates to. If all the required conditions are met, it is said that the invention is patentable and that the patent protection is possible.

This article describes a proposal to improve the educational process for the students of the Military Academy to support the maintenance of the Serbian Army aircraft based on the introduction of the subject called Aircraft Flight Tests. The article particularly emphasizes the importance of establishing aircraft laboratories with the basic characteristics of the test-measuring equipment necessary to be integrated into the aircraft in order to realize practical tests of an aircraft in flight. The formation of aircraft laboratories would form a very strong didactic tool which would provide an optimal synthesis of theory and practice. This concept of improving the educational process would substantially raise the awareness of the necessity of cooperation and involvement of all research capacities of the scientific institutions in the Ministry of Defense of the Republic of Serbia.

The existing models of technical systems maintenance management provide required reliability and availability of systems, preferably with as little cost as possible. New concepts, increasingly applied in all areas of life, are based on risk. Such an approach is possible and desirable in the field of theory and engineering of maintenance of technical systems and military technical systems. In this paper, the conceptual definitions of technical systems maintenance, maintenance management models and strategies are given, followed by an overview of strategies and models of maintenance of technical systems, their schematic views and mutual comparisons and trends in the management of maintenance of technical systems, the application of which could lead to savings in the maintenance of both technical and military technical systems.

There are significant risks of mistakes made by those employed at various levels in organizations dealing with very responsible tasks in household waste management. Possibilities of protection against solid waste increase in accordance with the development of ecological responsibility. Industrialization has resulted in waste proliferation which is becoming the major world problem, and will be a top priority for resolving in the future. New technologies for garbage management are emerging, and garbage producers discover new possibilities for the application of recycled materials. The clean air issue, although not being a new one, is certainly one of the fastest growing issues concerning human influence on the environment. The concentration of greenhouse gases in the atmosphere is growing constantly. The subject of this work is to assess the risks referring to the formation of greenhouse gases as well as a possibility of human error occurrence in the integral management of household waste. There is little data on the household waste composition and quantities of particular materials as far as our country is concerned. There is particularly little, or even no data on rural waste, because waste is usu ally neither collected nor disposed of in rural areas. An integral system of solid waste management is based on the analysis, discussion and definition of the methods and procedures for solid waste treatment, starting from the possibility of its reduction by choosing optimal ways for solid waste treatment from the place of its formation to its final disposal, harmless for the environment. The „Duboko“ project of solid waste management is one of the latest projects in Serbia. In 2011, in the vicinity of Uzice, the Duboko landfill was opened as a common project of two cities and seven municipalities of the Moravicki District and the Zlatibor District. The mankind enters a new century with major ecological issues, such as an increased formation of waste materials of different origin and content in all three physical states, so that there is a huge responsibility of the employed in this area. The waste formed as a result of human activities is the following: cardboard, paper, plastic, textile, leat her, furniture, glass, cans, household appliances, vehicles and their parts, sanitation devices, car, tires, construction material, sludge from waste water treatment plants, bio-hazardous waste (from hospitals, of animal origin, animal corpses and alike), etc. The recycling of waste material is an organizational-technical process the positive sides of which may be observed through the following: cost savings for primary raw materials, energy conservation, ecological efficiency and economical efficiency. Recycling is a dynamic process where materials intended for disposal are separated from the general waste flow. A possibility to predict, notice and prevent human error, regardless of the circumstances causing it, has a crucial importance for a continued process of waste collection from the very beginning to its recycling and afterwards. The latest research carried out over the last decade of the past century keeps on the same track of treating the is sue of human error casualty within an organization. Therefore, Van der Schaf (1992), based on his own results, concludes that „each time a manager, foreman, procedure or a part of the equipment behaves in an unexpected way thereby either preventing productive system from a likely collapse or re-establishing the safety&reliability levels required, these positive deviations may be revealed, reported and analysed in order to improve a quality-wise insight in the way the system is functioning as a whole“.

Investment projects are complex, long-term business ventures which engage considerable financial resources. Analyzing an investment idea and a large number of alternatives on the road to a final solution, requires a systematic approach and the application of modern quantitative statistic and optimization methods. A flowchart of activities is given in documents of pre-investment and investment studies, cove ring all phases of the project life cycle. A cost-benefit analysis provides strong support in evaluating projects as successful business ventures and in evaluating project solutions. Indeed, this analysis is still rarely applied in our country, unlike the practice in developed countries. The methods and techniques of the cost-benefit analysis provide a criterion selection of alternative solutions and strong quantitative predictions of a business venture flow; they optimize revenues and expenditures and strongly support correct decisions. of investment idea initiators The best is to do the cost-benefit analysis in the stage of pre-in vestment studies and to examine alternative solutions later, during the preparation of investment studies.

The evolution of cloud computing over the past few years is potentially one of major advances in the history of computing and telecommunications. Although there are many benefits of adopting cloud computing, there are also some significant barriers to adoption, security issues being the most important of them. This paper introduces the concept of cloud computing; looks at relevant technologies in cloud computing; takes into account cloud deployment models and some military applications. Additionally, Security-as-a-Service is specially considered because of its importance in the military applications. Cloud computing (CC) is such a combination of computer hard ware, software, online services and expertise networked by high-speed Internet connections. What is more, cloud computing is a model of using computing resources (servers, disks, operating systems and applications) where these resources are rented and not bought. The con sequence of this approach is that users pay only as many resources as they actually have used (pay-as-you-go), so they do not need to take care about either hardware procurement and its installation, or software (operating system and applications) maintenance.
