Efficient functioning of the state forecasting system is one of the key tools ensuring stable national devel-opment in the forming global economic space. However, it should be noted that methodological tools for state forecasting of regional development in our country are at the formation stage due to a short period of Russian development in world market economy conditions. The article discloses issues connected with the impact of global macroeconomic indices on regional pro-cesses in the Russian Federation. The historical and analytical review of Russian economy development over the last 20 years made by the authors allowed to make a conclusion on the leading role of foreign economic factors in occurrence of critical conditions of the national economy, including at the regional level. Besides, the authors analyzed the methodical machinery of modern state forecasting, which resulted in outlining of problems concerning forecasting of macroeconomic indices over periods of utmost instability of the global econ-omy. In order to solve the outlined problems the authors offered a methodological approach to analysis and forecasting of regional processes in view of the perspective impact of global economic changes. The offered methodological approach allows to evaluate the degree and temporal remoteness of the interconnection between economy of an individual region of the Russian Federation and changes in the world economy, as well as to build a forecasting model based on the outlined interconnection. The authors of the article demonstrate the applied relevance of the offered methodological provisions. In particular, the developed analytical and forecasting tools are applied for forecasting of the social and eco-nomic development of Chelyabinsk region and tested for forecasting of socially important functional mar-kets. Besides, the author demonstrates managerial capabilities of the offered methodological tools by typologizing regions by the force and lags of consumer prices’ reaction to changes in the world market conditions and offering preventive measures of regional authorities on consumer market regulation based on the type of the region.
FORMATION OF THE MECHANISM OF BUSINESS ORGANIZATIONS' RESOURCE POTENTIAL DEVELOPMENT IN THE SYSTEM OF INDUSTRIAL REGIONAL INNOVATIVE CLUSTERS
He article is devoted to development of mechanisms of business organizations' resource po-tential development in the system of industrial regional innovative cluster formations. It ana-lyzes regulatory and legal basics of formation and implementation of the cluster approach in the national economy and studies basic legal and normative instruments regulating cluster de-velopment. The authors analyzed development of innovative industrial clusters in the RF constituent enti-ties, outlined the modern status and tendencies of the cluster system development in different economic aspects, as well as studied the share of people employed in small enterprises in the total number of people employed in the field cluster formations. Based on the research find-ings, the authors made a generalized conclusion on economic efficiency of territorial cluster formations. The article analyzes the impact of small enterprises' functioning on the final result of the in-novative cluster's activity based on outlining of the correlation dependence between the share of the cluster's innovative products in the overall production, the share of people employed in small enterprises in the total number of people employed in the cluster and the share of reve-nue of small enterprises in the cluster's overall production. Based on this material the authors formulated a postulate on the financial analysis method as the most acceptable tool for evalua-tion of the cluster formation's effects, which allows to make an express-diagnostics of the sta-tus of enterprises and to evaluate prospects of their potential economic cooperation with other business structures. In order to determine an optimal scheme of cooperation inside the cluster the authors offered and justified a stepwise mechanism of implementing the strategy of upgrading efficiency of business organizations' resource potential usage inside the cluster formation, as well as for-mulated basic principles of creating an efficient mechanism of state support to commercializa-tion of intellectual activity results in the system of innovative cluster systems, including pre-production and launching of innovative products.
RECEIVABLES MANAGEMENT IN THE PART OF CONSUMERS SUBJECT TO DIRECT SETTLEMENTS IN THE SPHERE OF HOUSING AND UTILITY SERVICES

The article is devoted to issues of receivables management of an enterprise engaged in the sphere of housing and utility services. The authors outlined problems typical of this activity sphere, namely: increase of rates and tariffs of housing and utility services for population, growth of non-payments for the rendered services, change of the financing system in the housing and utility sector. Upon analysis of results of activity of the municipal unitary enterprise rendering water supply and disposal services to the population we outlined negative tendencies of receivables change typical of the enterprise. The authors link the offered ways to ensure a continuous flow of financial receipts with improvement of accounting and information support of the receivables management process. The proposed measures are aimed at formation of the document flow system and upgrading of interaction between subdivisions of enterprises and companies exercising receivables management. The authors offered a document flow system for receivables management subjects, which allows to implement the necessary level of specification and generalization of financial and management information for analysis and taking of decisions at different management levels. The authors developed criteria for outlining groups of debtors, offered adequate measures for each of the groups, which allow to control the level of receivables.
CONCEPTUAL MARKETING BASICS IN CONDITIONS OF POPULATION AGING
Population aging is one of substantive problems typical of economies of most countries of the world in the near term. Change of the population age structure will also inevitably lead to transformation of market segments. Already now aged consumers make up the core of the target audience of com-panies, which managed to appraise strategy attractiveness of this segment. Nevertheless, older con-sumers still remain an insufficiently studied segment. It is assumed that consumers of elder age groups have special characteristics, which requires development of distinctive marketing concepts. The research objective is analysis and development of marketing concepts aimed at interaction with consumers of older age groups. The following results were received in the course of the research. 1. Based on the analysis of the available conceptual framework it was proposed to use term “age marketing” in the studied sphere to define the marketing line. 2. Offered approach to determination of the essence and specific sphere of age marketing, which advantages include accounting for targets of the modern age marketing. 3. Outlined and justified three interconnected age marketing profiles characterized by the target au-dience composition and the target system, which allowed to determine age marketing tasks. 4. Developed typology of marketing strategies by interaction with aged consumers constituting the basis for strategic alternatives of target audience selection in conditions of population aging. 5. Outlined long-run tasks and tendencies of age marketing development on the Russian market. Thus, the article offers and justifies the author's approach to conceptual basics of age marketing.
FORMATION OF BUSINESS STRUCTURES' INFORMATION LOGISTICS SYSTEM

The market economy structure is presented by a complex of enterprises, including large, medium and small. These enterprises have different places and roles in the economy. Large business determines the national economic and technical power. It gravitates toward integration merging smaller partners inside the country and consolidating into international structures. Medium enterprises generally operate on the domestic market and are more closely connected with national interests. Small enterprises are a layer of small owners and determine the social and economic image of the country. This sector forms an extensive network working for the mass consumer. Analysts have proved that countries with a developed market economy have a stable structure: “small plus large”. Small business dominates in production, construction, trade and service sector and since recently - in hi-tech fields. Activity of small business characterizes to some extent the economic development level. Owing to small enterprises the state can solve problems of reduction of unemployment, increase of the public welfare and increase of the middle class share in the population structure. Tax receipts from small business significantly contribute to budget replenishment. Alongside with that, small business development is linked with several difficulties of management organization. The analysis made in the course of the study showed that currently Russian available opportunities to use information resources and information logistics methods to increase efficiency of small enterprises' performance are underestimated. The condition of small enterprises' information infrastructure does not comply with contemporary requirements of management informatization and expansion of the application sphere of information logistics systems. Small enterprises' information systems mainly function on the basis of disconnected accounting-analytical and technical systems, which leads to decrease of operational efficiency of taken managerial solutions, growth of expenses and loss of competitiveness of both the manufactured products and the enterprise in general. Therefore, development of guidelines on formation of the small enterprises' information logistics system to increase efficiency of their performance is one of the priority tasks.
INNOVATIVE SOLUTIONS IN MANAGEMENT OF PROCESS AND ACCOUNTING TASKS AT MEAT INDUSTRY ENTERPRISES AS A PRODUCT QUALITY FACTOR

Topicality of the problem is determined by a complex of factors, including information uncertainty of the raw material base condition in the field and individual companies. The authors proposed to apply MultiMeat Expert software complex (certificate of PC software registration # 2013616949) consisting of five modules - “Basic”, “Formula optimization”, “Expert system”, “Production task”, “Meat boning and trimming”, each of which is meant to solve individual tasks.
